Call for projects

The commitment carries a legal obligation that results in turn in an accounting obligation for the project promoter. For example, if you have agreed to a quote and made a down payment, this commits you to settling the remaining balance when the final invoice is issued. Conversely, simply receiving a price proposal (quote) without formally accepting it does not legally bind you and, therefore, does not qualify as a committed expense. In the context of a public contract, it is the formal communication (and not the mere publication) to the successful bidder of the public contract that constitutes a legal and accounting obligation, and, therefore, marks the commitment of the expenditure.

You will be notified via the Démarches Simplifiées online platform of the different stages involved in reviewing and validating your submission.

If your application receives a favourable opinion (i.e. your project is selected), it will be submitted for the final decision of the funding authorities of the Three-Year Contract.

NB: only the official notification stating the allocation of a grant under the Agora Programme / Support Fund constitutes a decision to allocate funding. Notwithstanding the award decision, the release of funds may be contingent on the signing of a financial agreement, depending on the specific case.

The third call for projects will be open from September 1 to October 10, 2025.

The response time is approximately six to seven months.

Project holders commit to crediting the support of the signatories of the Three-Year Contract regardless of the funding source(s). The following statement must be included on all project-related documents (available for download from the “Resources” page in the “Logos and Style Guide” section) :

“This project is supported by the 2024-2026 ‘Strasbourg, European Capital’ Three-Year Contract” with the four logos of the Grand Est Prefecture, the Grand Est Region, the European Collectivity of Alsace, and the City and Eurometropolis of Strasbourg.

Recipients must meet one of the following status requirements :

  • Not-for-profit organisation or foundation
  • Social and solidarity-based enterprise
  • Public institution or body fulfilling a general interest mission
  • Local authority networks involving the City and Eurometropolis of Strasbourg, the European Collectivity of Alsace or the Grand Est Region
  • Higher education or research establishment
  • European institution, international organisation or cross-border entity
  • Diplomatic mission in Strasbourg

Projects must be undertaken during the 2024-2026 Three-Year Contract (deadline: December 31, 2026*).

For any project awarded funding, an initial expenditure must be incurred no later than three months following official notification of the award.

(*) For projects that receive funding in 2026, a minimum level of expenditure must be incurred before December 31, 2026.
Project expenditures will be eligible :

  • For the first 2024 call for projects: from January 1st, 2024 irrespective of the date the grant application is filed (due to the official signing date of the Contract).
  • For the 2024 and following calls for projects: the date on which the grant application is filed.

Representatives of the French state and the four signatory authorities must be invited.

An official email confirming withdrawal of the project must be sent to the funder(s) and/or the Mission Strasbourg, European Capital : mission@strasbourg-capitale-europeenne.eu

Yes, provided they are for separate projects. Only a single application is required for multi-year projects.

The (non-cumulative) criteria for a project are as follows :


  • Its added value in promoting Strasbourg as a European capital, the European Union, and the values represented by the European institutions based in Strasbourg.
  • Its innovative characteristics.
  • The scope and diversity of the target population impacted by the project.
  • The initiative is carried out in Strasbourg and the surrounding area.
  • The project is aligned with the Sustainable Development Goals (SDGs) that it supports or advances.

Le dispositif Agora est réservé exclusivement aux porteurs de projets faisant partir de l’Agora Strasbourg capitale européenne.

The Democracy Fund is open to any project promoter meeting the criteria detailed in the specifications.

Projects under the Agora Programme are eligible starting from €3,000; projects under the Democracy Fund are only eligible starting from €25,000.

The choice of funding stream must be aligned with the characteristics of the project. Nevertheless, the Mission Strasbourg, European Capital reserves the right to reallocate a submitted project to a different fund in order to optimise the review process.

Not necessarily. The project promoter must be governed by French law or the law of another member state of the European Union, or it may be an international organisation.

At the same time, the project must also satisfy two joint conditions: the initiatives must take place in Strasbourg and the surrounding area, and they must play a role in enhancing Strasbourg’s standing on the European and international stage.

Companies are among the potential beneficiaries of the funds provided they fall into the category of “a social and solidarity enterprise“ in accordance with the Law of July 31, 2014. Notwithstanding this general rule, cultural, publishing or audiovisual production companies only qualify for the Culture Fund.

Project maturity is a sine qua non for project eligibility. Preliminary drafts, outlines or basic budget estimates are not adequate, and could compromise the proper advancement of the project. Accordingly, projects that are insufficiently developed or face considerable uncertainty will be excluded from the outset without prejudice to the potential significance or value of their intended objectives.

The three-year contract

The Three-Year Contract is designed to confirm and consolidate Strasbourg’s vision as a European capital, the seat both of the European Parliament and numerous European institutions, the historical and political heart of Europe and an international city of Human rights.

The contract operates on a three-year cycle and is renewed, therefore, on a triennial basis.

The French state, the Grand Est Region, the European Collectivity of Alsace, and the City and Eurometropolis of Strasbourg.

The total value of the initiatives specified in this contract amounts to €296.019 million. This sum will be financed as follows :

  • The French state : €94.909 million
  • The Grand Est Region : €35.637 million
  • The European Collectivity of Alsace : €22.433 million
  • The Eurometropolis of Strasbourg : €62.840 million
  • The city of Strasbourg : €76.600 million
  • The city of Strasbourg : €76.600 million

Since February 12, 1980.

The Mission Strasbourg, European Capital. This is a permanent entity made up of five agents, each appointed by one of the contract’s signatories.

Priority 1 :  To establish Strasbourg as an attractive and welcoming European capital by enhancing its multimodal accessibility, expanding its international educational offering, and strengthening its rich ecosystem of European and global institutions.

Priority 2 :  To support the European influence of Strasbourg, the capital of Europe
