The “Strasbourg European Capital” triennial contract is a commitment that has been renewed for more than 40 years between the French government and the local authorities, City and Eurometropolis of Strasbourg (EMS), European Collectivity of Alsace (CEA) and the Grand Est region, enshrined in the Law n°2014-58 article 43. The contrat’s objective is to support operations intended to encourage and amplify the functions of European capital taken on by Strasbourgdue to its role as home to European institutions including the European Parliament, the Council of Europe and the European Court of Human Rights.

The Three-Year
Contract
The Three-Year Contract for 2024-2026 strengthens the unity of the signatories around challenges such as Strasbourg’s accessibility, the international educational offer and the reinforcement of the European dimension of Strasbourg. This commitment by the State and local authorities reflects a shared desire to improve the working and hosting conditions of Strasbourg, particularly for members of the European Parliament, enabling them to make Europe a democratic, cultural and educational power proud of itself, ready to meet current and future challenges.

The 23 projects selected by this contract, which represents a commitment of 296.019 million euros, fall within 2 priorities
Strasbourg, an attractive and welcoming European capital through its multimodal accessibility, its international educational offer and the densification of European and international institutions.

The amount of the operations included in the 2024-2026 Triennial Contract is 296.019 M€ distributed as follows:
Support funds
Innovation of the previous contract, the creation of 3 dedicated funds and the “Agora“ project encouraged the emergence of new and structuring projects with a greater European visibility. In addition, the funds clarified the contract’s financial resources and made them more accessible. Accordingly, and in a shared European culture, the signatories of the Three-year Contract wish to continue this strategy with reinforced axes.
Any structure wishing to contribute to the European dimension of Strasbourg as a European capital, capital of democracy and human rights, can request a financial support for its innovative projects in the fields of democracy and human rights, culture, research and innovation as long as the objectives pursued correspond to the regulations of the three funds and the “Agora” project.
